The invention provides a permafrost region solar refrigeration road subsidence disease prevention and control device and an implementation method, the device comprises a refrigeration system, a photovoltaic power generation system and an environment monitoring system, the refrigeration system, the photovoltaic power generation system and the environment monitoring system are all electrically connected with a processor; the refrigeration system comprises a refrigeration assembly and an evaporation device pre-buried in a roadbed soil body, the outlet end of the evaporation device is connected with the inlet end of the refrigeration assembly, and the outlet end of the refrigeration assembly is connected with the inlet end of the evaporation device; the evaporation device comprises a horizontally-arranged first evaporator and a vertically-arranged second evaporator, and the top end of the second evaporator is communicated with the first evaporator. The dynamic change of the water temperature state in the road is monitored in real time, the circulating refrigeration efficiency of the device is fed back, regulated and controlled, the occurrence and development rate of road freeze-thaw subsidence diseases is reduced, and the operation safety of road engineering in the permafrost region is guaranteed.
