The invention provides a double-loop power transmission tower and a power transmission system. The double-loop power transmission tower comprises a tower body, a ground wire cross arm, a lightning protection support and a wire cross arm. The whole tower body is of a trapezoidal structure; the ground wire cross arm is arranged at the top end of the tower body and is divided into a left ground wire cross arm and a right ground wire cross arm, and a left ground wire hanging point and a right ground wire hanging point are arranged on the non-crossing gear side of the left ground wire cross arm and the non-crossing gear side of the right ground wire cross arm respectively and used for being connected with non-crossing gear ground wires; the lightning-protection supports are arranged at two ends of the ground wire cross arm; the wire cross arms are horizontally arranged with the tower body and connected with the tower body, the wire cross arms are divided into a left wire cross arm and a right wire cross arm, the left wire cross arm and the right wire cross arm are provided with three corresponding left wire hanging points and right wire hanging points, the three left wire hanging points are used for connecting a first power transmission line, and the three right wire hanging points are used for connecting a second power transmission line.
