The invention discloses a solid waste-based cementing material. A formula of the solid waste-based cementing material comprises the following components in parts by weight: 400-600 parts of blast furnace slag, 300-400 parts of steel slag, 150-200 parts of industrial byproduct gypsum, 5-20 parts of beta gypsum and 200-400 parts of a mixed material. The material is completely composed of solid waste materials, not only solves the problem of factory waste, but also reduces cost for concrete enterprises, is low in hydration heat, small in dry shrinkage and high in later strength, is a clinker-free cementing material, and is a novel material which can reach or be higher than the existing cementing material without using cement or using a small amount of cement in the preparation of concrete. The cement mortar has good constructability, volume stability and durability, realizes innocent treatment of solid waste materials in production enterprises, and forms a product to be applied to cement products and concrete.
