The invention provides elastic cement concrete and a preparation method thereof. The cement concrete is prepared from the following components: an organic cementing material, cement, sand, gravel and an inorganic flame-retardant material, the organic cementing material is one or two of a polyacrylate emulsion and an ethylene vinyl acetate copolymer emulsion; and the elastic modulus of the cement concrete is 5-200N/mm < 2 >. According to the scheme, the cementing material is compatible with the gravel aggregate, and after the flame-retardant material is added, the good flame-retardant effect is achieved, the plasticity is high, and the strength is high. Meanwhile, the method has the advantages of convenience in material taking, low manufacturing cost, environment friendliness and the like. According to the embodiment of the invention, a relatively large elastic modulus range (5-200N/mm < 2 >) can be obtained through different mixing ratios, different engineering requirements are met, and the composite material can be applied to facilities such as anti-knock vibration reduction, speed reduction and energy dissipation pavements, anti-collision isolation and the like in the military and civilian fields, and has a relatively wide application range.
