The device comprises a first moving mechanism and a second moving mechanism which are symmetrically arranged on a bridge abutment and a cover beam, each of the first moving mechanism and the second moving mechanism comprises a moving track, a pulley, a moving driving part, a pre-embedded anchoring part and a chain block, the moving tracks and the pre-embedded anchoring parts are arranged in the width direction of the bridge abutment and the cover beam, and the pulleys and the moving driving parts are located in the moving tracks. The two ends of the prefabricated T-beam are placed on the symmetrical pulleys correspondingly, the two free side edges of the upper portions of the two ends of the prefabricated T-beam are each connected with a chain block, the free ends of the chain blocks are fixed to the embedded anchoring parts located on the same side, and the prefabricated T-beam is fixed to the prefabricated T-beam under driving of the movable driving parts and tightness control of the chain blocks. The pulley can move along the moving track to drive the prefabricated T-beam to move transversely. According to the device and method, the structure is simple, operation is convenient, and the transverse moving smoothness, stability and safety of the prefabricated T-beam can be improved.
