A vertical rotating shaft is rotatably mounted on a mounting seat structure, a rotating arm is hinged to the lower portion of the vertical rotating shaft through a lower rotating shaft, a guide block is fixed to the top end of the rotating arm, and a cable bollard is fixed to the top end of the guide block; a coupler knuckle block is hinged to the upper portion of the lower rotating shaft through an upper rotating shaft, a tension spring is connected between the coupler knuckle block and the top of the mounting base structure, and the coupler knuckle block is inserted into a first insertion hole in the guide block; an elastic lifting pin mechanism is hinged to the rotating arm, the top end of the elastic lifting pin mechanism is sleeved with a lifting pin, the lifting pin is inserted into a second inserting hole in the guide block, and the top end of the lifting pin and the coupler knuckle block are in separable hooking connection.
