The invention discloses an excavator hydraulic driving system and an excavator. The system is characterized in that an oil outlet of a first pump is connected with a movable arm control valve used for driving a movable arm oil cylinder through a first stop valve; an oil outlet of the first pump is connected with a left walking control valve used for driving a left walking motor. An oil outlet of the second pump is connected with a bucket rod control valve used for driving a bucket rod oil cylinder through a third stop valve. An oil outlet of the second pump is connected with a right walking control valve for driving a right walking motor; an oil outlet of the third pump is connected with a bucket control valve used for driving a bucket oil cylinder. The fourth motor is used for driving the rotary speed reducer. According to the invention, complete decoupling between the loading actuators is realized, energy waste caused by load coupling is eliminated, and the working efficiency is improved; meanwhile, loading and unloading are independently controlled, so that the controllability and the operation efficiency of the whole machine are improved, the structure of a hydraulic system is simplified, and the energy loss and the manufacturing cost are reduced; and each actuator is independently adjusted, so that the system debugging is convenient, and the flexibility and operation performance of the whole machine are improved.
