The invention discloses a charging device and a swimming pool cleaning robot. The charging device comprises a base, a connecting piece, a charging wire, a shell and a cable winding piece. A first opening is formed in the base, the base is connected with the connecting piece, a charging terminal is arranged in the connecting piece, and the connecting piece is provided with a first thread structure; a second opening is formed in the shell, and a second thread structure matched with the first thread structure is arranged on the inner side of the second opening; the cable winding piece is arranged in the containing cavity, a wire inlet hole is formed in the side, facing the through hole, of the cable winding piece, a wire winding groove communicated with the wire inlet hole is formed in the outer wall of the cable winding piece, the charging wire penetrates through the wire inlet hole and is wound around the wire winding groove, and the cable winding piece is used for being connected with an external power source and the charging terminal. According to the charging device provided by the invention, the pulling force applied to the charging wire can be prevented from directly acting on the joint of the charging wire and the charging wire, and the connection reliability is improved.
