The invention relates to the technical field of low-heat cement, and discloses low-heat Portland cement and a preparation method thereof.The low-heat Portland cement is obtained by mixing and grinding low-heat cement clinker and gypsum; the low-heat cement clinker is prepared by the following steps: pre-decomposing raw material powder, sintering in a cement kiln, mixing and melting with coal ash, discharging from the kiln, and cooling, the raw material powder comprises limestone, clay, iron ore and a NaF auxiliary agent. In the sintering process of the low-heat cement clinker, a trace amount of NaF additive is dispersed in a liquid phase, so that the grindability of dicalcium silicate and tetracalcium aluminoferrite in the low-heat cement clinker can be improved, and meanwhile, the problem of hydration stagnation of C4AF caused by coating of aluminum colloid or iron colloid formed in the early stage of hydration around the C4AF can be avoided, so that the hydration activity of the C4AF is improved, and the service life of the low-heat cement clinker is prolonged. Rapid formation and interweaving of hydration products are promoted, and the early strength of the low-heat cement is effectively improved.
