The high-early-strength low-shrinkage composite Portland cement comprises low-shrinkage Portland cement clinker, an early-strength component and a gypsum component, the low-shrinkage Portland cement clinker is prepared from a calcium raw material, a silicon-aluminum raw material, an iron raw material, a first activating agent and a mineralizing agent; the mineral composition comprises 30 to 50 parts of C3S, 20 to 40 parts of C2S, 0.5 to 5 parts of C3A and 10 to 25 parts of C4AF. The particle size distribution characteristics are as follows: D10 is more than or equal to 5 microns, D90 is less than or equal to 45 microns, the uniformity index is 1.2-1.6, and the characteristic particle size is 25-30 microns; the early strength component is prepared from F-type fly ash or C-type fly ash, limestone, magnesium oxide and a second activator; the mineral composition comprises the following components in parts by weight: 50-65 parts of C20A13M3350 and 35-50 parts of C2S. The cement prepared by the invention not only has high early strength, but also has small drying shrinkage.
