The siltation promotion and scour prevention net is arranged in the middle of the steel rope and connected with the inner side of the self-buried pipe; the ultrahigh-pressure hose is arranged in the circumferential direction of the self-buried pipe and connected with the outer side of the self-buried pipe; a feeding pipe is arranged at the head of the self-buried pipe, a feeding valve is arranged on the feeding pipe, and a discharging valve is arranged at the tail of the self-buried pipe. Underwater installation of the protection structure can be automatically completed only through water surface operation, the pile foundation can be effectively protected, underwater operation is not needed, and implementation operation is easy.
