The invention relates to a horizontal shock insulation layer and an anti-torsion structure system. The horizontal shock insulation layer comprises a shock insulation structural member which comprises a limiting wall, a bottom plate and a top plate; one end of each horizontal shock isolation device is connected with the top plate, and the other end is connected with the bottom plate; each hydraulic rotation restraining device comprises a hydraulic oil cylinder and a guide pipe communicated with the two hydraulic oil cylinders; the hydraulic oil cylinder comprises a first pin seat and a second pin seat, wherein the first pin seat is connected with the limiting wall; the second pin seat is connected with the top plate; the hydraulic cylinder body is arranged between the first pin boss and the second pin boss; the anti-torsion structure system comprises a horizontal shock insulation layer; the upper structure is fixed on the top plate; the hydraulic rotation restraining device is arranged in the horizontal shock insulation layer to control rotation of the horizontal shock insulation layer, so that the torsion effect of the upper structure is controlled, and the purpose of torsion resistance is achieved. Compared with the prior art, the shock-insulation and torsion-resistant composite plate has the advantages of good shock-insulation performance and high torsion resistance.
