A water collecting tank is fixedly mounted at the position, close to the left side, of the upper surface of the mounting plate, inserting grooves are formed in the positions, close to the four corners, of the upper surface of the water collecting tank, the inserting grooves are movably connected with garbage filtering grids through bolts, and the water collecting tank is fixedly connected with a treatment tank through a connecting pipe; the treatment box is movably connected with a first filter screen and a second filter screen through two sets of clamping grooves, rainwater in rainy days can be collected through the arranged rainwater collecting and utilizing mechanism, garbage in the air is blocked on the outer side, silt in the rainwater is sprayed out from a water spraying frame after being subjected to follow-up filtering treatment, and the surface of a photovoltaic power generation panel is washed; and the rainwater is recycled, so that water is well saved.
