The water absorption layer is made of a porous material; the improved layer is composed of desert soil, loess and organic fertilizer of a treatment site; the anti-evaporation layer is made of a water-permeable covering material; according to the device, nutrients are provided for plant growth, water evaporation can be effectively reduced, water loss is inhibited, and further expansion of desertification can be prevented; the invention further provides a construction method using the moisture-preserving and dry-preventing device for desert planting, moisture evaporation and loss can be effectively reduced, and the survival rate of transplanted plants is increased.
