The invention discloses a double-layer damping protection buffering locking device utilizing peripheral constraint. A self-locking protection fixing frame assembly is provided with a self-locking and self-resetting driving shaft frame structure; the protection stretching arm assembly and the building beam column synchronous fixing arm assembly form a protection stretching arm structure and a building part clamping and fixing structure on the self-locking protection fixing frame assembly, wherein the protection stretching arm structure and the building part clamping and fixing structure act synchronously in a linkage mode. The protection buffer supporting arm assembly forms a secondary buffer vibration reduction arm structure on the self-locking protection fixing frame assembly, wherein the secondary buffer vibration reduction arm structure provides safe supporting force for the protection stretching arm assembly. The self-locking protection fixing frame assembly, the protection stretching arm assembly, the building beam column synchronous fixing arm assembly and the protection buffering supporting arm assembly form a set of complete vibration reduction protection buffering locking units, and a nylon rope net and a steel rope net are arranged between the two sets of complete vibration reduction protection buffering locking units.
