The invention discloses a flat roof surface layer shoveling and waste recycling device which comprises a vehicle body, a front side plate, a rear side plate, a front side plate, a rear side plate and a rear side plate, the vehicle body is internally provided with a containing space, and the front side plate is arranged in an opening-closing mode; the shoveling and conveying device is arranged in the containing space and comprises a front shovel used for shoveling waste and a conveying part used for conveying the waste, the front shovel and the conveying part are both arranged in a telescopic mode, when the front shovel and the conveying part are in an extension state, the front shovel and the conveying part jointly form a shoveling and conveying structure, the front shovel serves as an extension section of the conveying part, and the conveying part is used for conveying the waste. In the advancing process of the vehicle body, waste can be conveyed to the conveying part through the front shovel, and when the front shovel and the conveying part are in the contraction state, a storage structure is formed, so that the front shovel and the conveying part are stored in the containing space; the shoveling and transporting device further comprises a trembling structure for providing trembling force for the front shovel. The waste storage container is positioned in the accommodating space and is used for storing the waste conveyed by the conveying part; and the control module is used for controlling the movement of the vehicle body and the shoveling operation of the shoveling device.
