The prestressed steel strand connecting device comprises a right side anchoring end for anchoring a right side steel strand and a left side connecting end which is connected with the right side anchoring end and clamps a left side steel strand, the anchor rod is characterized in that the left connecting end comprises a left anchor plate, a left clamping piece arranged in the left anchor plate in a conical fit mode and a spring assembly assembled in the left anchor plate and located on the right side of the left clamping piece, the left steel strand is inserted into the left clamping piece, and the spring assembly presses the left clamping piece leftwards; and the left-side clamping piece is pushed to clamp the left-side steel strand along with the leftward stretching of the left-side steel strand. The left steel strand can be connected in place only by being inserted into the left clamping piece, the connecting operation is simpler, an extruder and an extrusion sleeve are not needed, it is guaranteed that the left steel strand is firmly clamped by the left connecting end and cannot be separated due to stretching, the connecting reliability is high, the connecting and assembling efficiency is high, the reliability is high, and the construction quality is improved. The invention further provides a prestressed steel strand connecting method.
