The invention provides high-water-permeability concrete and a preparation method thereof. The high-water-permeability concrete is prepared from the following raw materials in parts by weight: 500-800 parts of cement, 15-33 parts of fly ash, 22-38 parts of construction waste fine aggregate, 11-25 parts of nano silicon powder, 5-9 parts of a water reducing agent, 16-50 parts of an organic expanding agent, 9-12 parts of a seepage agent and 80-100 parts of water. According to the invention, the raw materials are matched with each other to synergistically play a role in high water permeability, the characteristics of a concrete matrix are changed, the porosity is increased, the infiltration capacity is improved by adjusting the cement consumption and the water-cement ratio and using admixture materials such as fly ash, adjuvants such as an organic expanding agent and a seepage agent are added, and the construction waste fine aggregate is modified, so that the construction waste fine aggregate is modified. The flowability and pore structure of the concrete are effectively adjusted, and the compressive strength of the concrete can be improved while proper water permeability is achieved.
