The invention discloses an underground pipeline drainage and seepage system with drainage and seepage functions, which is applied to drainage of constructional engineering, and the constructional engineering comprises a building foundation; the seepage and drainage system comprises a foundation pit excavated around the building foundation, a drainage groove formed in the bottom of the foundation pit and a plurality of water collecting wells. The plurality of water collecting wells are arranged in the drainage groove at intervals; a water seepage layer is laid in the drainage groove, a drainage pipe penetrates through the water seepage layer, and the outer side of the drainage pipe is coated with a water-permeable material layer; a plurality of water seepage holes are formed in the drainage pipe at intervals in the axial direction of the drainage pipe; the permeable material layer at least covers the water seepage holes; the drainage pipe is communicated with the water-collecting wells so as to drain accumulated water through at least one water-collecting well. Therefore, drainage of constructional engineering is achieved, and the problem that manual operation is needed is solved. Moreover, after the construction of the building foundation is completed, redundant accumulated water and harmful seepage water around the building foundation can still be discharged, so that long-term protection of the building foundation is formed.
