The invention relates to a foundation tubular pile for a sandbar foundation pit and a basement foundation pit construction method. The pipe pile comprises a pipe pile body, a plurality of horn-shaped gear rings are arranged on the pipe pile body in the height direction of the pipe pile at intervals, vertical holes are formed in the gear rings in the annular direction of the pipe pile body at intervals, the vertical holes penetrate through the gear rings in the vertical direction, and inclined holes are formed in the positions, between the adjacent gear rings, of the pipe pile body; the two ends of each inclined hole extend and penetrate through the side wall of the pipe pile body, the ends, close to the center of the pipe pile body, of the inclined holes are obliquely arranged from low to high from the ends, away from the center of the pipe pile body, the other ends of the inclined holes are expanded outwards to form expanded hole parts, the expanded hole parts are filled with drainage filler, and inverted filter cloth is wound around the pipe pile body relative to the peripheries of the inclined holes. The gear ring is additionally arranged on the pipe pile, so that the pipe pile is driven more easily; meanwhile, due to the design of the inverted filter layers between the gear rings, the inverted filter layers are not prone to being scratched when the pipe pile is driven in, the meshing force with sandy soil can be increased in the later period, and the anti-floating capacity of the pipe pile is enhanced.
