The invention provides a vehicle door limiting device and a vehicle. The vehicle door limiting device comprises a limiting assembly and a positioning assembly which are assembled on a vehicle door inner plate, one end of the limiting assembly is connected with a vehicle body, and the positioning assembly is located above the limiting assembly. The limiting assembly comprises a limiting groove and a plurality of abutting grooves. The positioning assembly comprises a driving piece, a positioning piece and an operating piece. The driving piece comprises a first state and a second state, the positioning piece is separated from the limiting assembly in the first state, and the positioning piece is located in the limiting groove in the second state. And after the driving piece is in the second state, the operating piece is shifted to drive the positioning piece to move from the limiting groove to one of the multiple abutting grooves, so that the vehicle door is opened relative to the vehicle body, and the positioning piece abuts against the abutting groove, so that the vehicle door and the vehicle body are relatively locked. According to the vehicle door limiting device, the opening angle between the vehicle door and the vehicle body can be adjusted, the vehicle door and the vehicle body are relatively locked, and vehicle door damage or personnel injury is avoided.
