The invention provides a sleeve type flange connection modular steel structure system. The sleeve type flange connection modular steel structure system comprises a plurality of splicing units. In the height, the splicing unit on the bottommost layer is connected with a foundation through an energy consumption structure; the energy consumption structure comprises an upper connecting pipe, an energy consumption cylinder and a lower connecting pipe; the energy consumption cylinder comprises an upper connecting piece, a lower connecting piece and an energy consumption plate; the resetting structure comprises an anchoring top plate which is relatively and fixedly arranged on the upper connecting piece, an anchoring bottom plate which is relatively and fixedly arranged on the lower connecting piece, and a resetting spring; the arc-shaped batten is made of energy-dissipation soft steel, and the two ends of the arc-shaped batten are fixedly connected with the anchoring top plate and the anchoring bottom plate; the one or more arc-shaped battens are selectively arranged on the outer sides of the one or more reset springs and used for reinforcing part or all of the failed energy consumption plates facing the reset springs. When the upper connecting pipe and the splicing units displace relative to the lower connecting pipe, the arc-shaped battens deform accordingly, and the energy dissipation function is achieved.
