The concrete module is formed by pouring light aggregate concrete and is a cuboid with an opening in the top; the density of the concrete module is smaller than that of seawater; water permeable holes are formed in the bottom of the concrete module, a vegetation planting layer is placed in the concrete module, planting holes are dug in the vegetation planting layer, and the depth of the planting holes is smaller than the thickness of the vegetation planting layer; salt marsh plants are planted in the planting holes; the concrete modules are fixedly connected through threading pipes in a penetrating mode, and the contact faces of the adjacent concrete modules are filled with denier fiber layers.
