The invention provides a prefabricated room module, a building and a construction method. The prefabricated room module comprises a shear wall body and a top plate body. The shear wall body is provided with a wall body cavity for cast-in-place concrete, and the shear wall is formed after the concrete is poured into the wall body cavity; the top plate body is provided with a pouring area for cast-in-place concrete, and the top plate is formed after concrete is poured in the pouring area. The shear wall body is fixedly connected with the top plate body. According to the prefabricated room module, the building and the construction method provided by the embodiment of the invention, the prefabricated parts of the shear wall and the top plate are extracted by adopting a modularization means to be assembled in a factory, and a standard module self-stress system is formed, so that only hoisting and concrete pouring projects need to be carried out on the module on a construction site; all or most small component hoisting, scaffold and construction support erecting work and a large amount of welding and bolt connecting work can be omitted.
