The construction method of the prestressed steel strand automatic discharging and binding system comprises the steps that firstly, a steel strand to be arranged penetrates into a clamping hole of a storage tank, a motor is started to drive the storage tank to rotate, and the steel strand is wound into the storage tank; and 2, the steel strand penetrates through the automatic cutting device and the tractor, and after the length reaches the designed length, the automatic cutting device automatically cuts off the steel strand. And thirdly, after the steel strands are discharged, the storage grooves are rotated, and the steel strands in the multiple storage grooves are synchronously output from the upper portion and enter a transition collecting box.
