The invention discloses a vibration tire device and a tire road roller, the vibration tire device comprises a tire assembly, a driving assembly and a vibration assembly, the tire assembly comprises a plurality of hollow tires, the driving assembly is tubular, and the plurality of hollow tires are arranged on the outer side of the tubular driving assembly and detachably connected with the driving assembly; the vibration assembly is arranged in the driving assembly and used for transmitting centrifugal force to the driving assembly through eccentric vibration of the vibration assembly, and then the centrifugal force is transmitted to the tire assembly through the driving assembly. According to the vibration tire device and the tire road roller, the requirement for the compactness of a compacted road surface can be rapidly met through a vibration compaction mechanism, meanwhile, the tonnage of the tire road roller is indirectly reduced through the resultant force of the self weight of the road roller and the exciting force of the vibration device, and therefore the purpose of reducing power consumption is achieved.
