The invention provides a cold-recycled asphalt mixture which comprises recycled asphalt mixture, new aggregate, filler, emulsified asphalt, water, industrial waste residues and cement, and based on the total mass of the cold-recycled asphalt mixture, the mass content of the recycled asphalt mixture ranges from 67% to 69%; the value range of the mass content of the new aggregate is 14%-18%; the mass content of the filler ranges from 4% to 5%; the value range of the mass content of the emulsified asphalt is 3%-3.4%; the mass content of the water ranges from 3% to 5%; the value range of the mass content of the industrial waste residues is 1.8%-2.1%; the value range of the mass content of the cement is 1.5%-2%. According to the cold-recycled asphalt mixture disclosed by the invention, the mass content of the recycled asphalt mixture is reasonably controlled within the range of 67-69% by controlling the industrial waste residues, so that the splitting strength at 15 DEG C and the low-temperature performance of the mixture are better.
