The invention relates to an assembly type photovoltaic curb water circulation irrigation device and method. The assembly type photovoltaic curb water circulation irrigation device comprises curbs. A photoelectric conversion device is arranged at the top of the curb and is electrically connected with a control device fixedly connected to the curb; a water storage chamber is arranged in the curb, water permeable devices are arranged at the positions, close to the road surface, of the upper portions of the two sides of the water storage chamber respectively, and accumulated water on the road surface flows into the water storage chamber through the water permeable devices. A water conveying device is arranged at the bottom of the water storage chamber and electrically connected with the control device, and the control device controls the water conveying device to convey water in the water storage chamber to an external water storage device; the water level in the water storage chamber in the kerb is monitored through electric energy generated by the photoelectric effect, and conveying of water in the water storage chamber is controlled.
