According to the technical scheme, the device comprises a vertical steel beam frame assembly and a sound insulation built-in plate fixedly installed on the outer surface of the vertical steel beam frame assembly, and further comprises at least six sound barrier plate assemblies, the sound barrier plate assemblies are inserted into the sound insulation built-in plate, and limiting type chucks are fixedly connected into the sound barrier plate assemblies; and a positioning type rotating rod is rotationally connected to the interior of the limiting type chuck, and a rotating disc is fixedly connected to the bottom end of the positioning type rotating rod. According to the invention, the strip-shaped convex block extrudes the rubber interlayer pad, so that the rubber interlayer pad drives the two groups of rack blocks to be in an attached extrusion shape, and the rubber interlayer pad protrudes outwards to perform pressure-increasing extrusion on the upper surface and the lower surface of the sound insulation built-in plate; therefore, the rubber is prevented from expanding with heat and contracting with cold at high temperature or being damaged at high temperature to be separated from the interior of the totally-closed sound barrier, and the tight sealing performance between the rubber interlayer pad and the vertical steel beam frame assembly is improved.
