The invention discloses a pile breaking device and method capable of accurately avoiding reinforcing steel bars, and belongs to the technical field of building construction pile foundation treatment. The pile breaking device comprises a walking mechanism, a rotary platform, a mechanical arm, an arm frame adjusting oil cylinder, a pile cutting assembly, an image recognition assembly, a pump station and a hydraulic control center. The pile cutting assembly comprises a hydraulic oil cylinder seat, a hydraulic oil cylinder and a pile cutting steel chisel; the pump station and the hydraulic control center provide a set of independent oil ways for each hydraulic oil cylinder, and each set of oil ways are independently controlled. According to the pile breaking device, the horizontal position and height of a pile cutting assembly can be adjusted through a walking mechanism, a rotary platform, a mechanical arm and an arm frame adjusting oil cylinder, distribution of pile head vertical steel bars after first pile breaking of the pile cutting assembly can be collected through an image recognition assembly, and whether the vertical steel bars are located on a moving path of a pile cutting steel chisel or not is judged; each hydraulic oil cylinder can be independently controlled through the pump station and the hydraulic control center, so that vertical steel bars of a pile head are accurately avoided during secondary pile breaking.
