The invention belongs to drainage facilities of buildings, and relates to a high-rise building downpipe energy dissipation disconnection device which comprises a building wall, a ground outside the wall, a downpipe, an inspection well, a rotary water distribution pipe and a rainwater regulation and storage basin, the downpipe is mounted in the building wall and the ground outside the wall, and the downpipe is communicated with the inspection well; the rainwater regulation and storage basin is installed at a well mouth of the inspection well, and the rotary water distribution pipe is located in the rainwater regulation and storage basin and fixedly installed on the rainwater downpipe. By introducing the rotary water distribution pipe and allowing manual adjustment of the drainage amount of rainwater, kinetic energy of the rainwater can be effectively slowed down, impact of the rainwater on the system is reduced, and the overflow amount of the rainwater is controlled in real time, so that overload of the system is avoided, the stability of rainwater drainage and utilization is improved, the rainwater can enter the regulation and storage basin more orderly, tail end kinetic energy of the rainwater is reduced, and the service life of the rainwater is prolonged.
