The installation elevation of the ecological unit and the installation elevation of the conventional unit are determined according to the optimal output characteristics of the ecological unit and the conventional unit respectively, each layer of the ecological unit is lower than one layer of the conventional unit, and therefore the effects that plant equipment is reasonable in structural arrangement and convenient to operate, unit output is increased, and operation conditions are improved are achieved; the whole ecological unit is lowered by one layer, namely, the bus layer of the ecological unit and the water turbine layer of the conventional unit have the same elevation; the ecological unit generator layer and the conventional unit bus layer have the same elevation; the upper layer of the ecological unit generator layer is provided with a large hoisting hole which has the same elevation as the conventional unit generator layer; meanwhile, draft tube outlet elevations of the ecological unit and the conventional unit are respectively set according to the structural sizes of respective water turbines and are connected through slopes; the optimal output characteristics of an ecological unit and a conventional unit can be achieved, and meanwhile the work amount is reduced.
