The horizontal distance between the reference measuring point and the load center is within a second distance range, the reference measuring point is located in the deflection basin area, and the maximum value of the first distance range is smaller than the minimum value of the second distance range; and the data processing unit is used for extracting a plurality of first road surface deformation speeds and second road surface deformation speeds, calculating difference values of the first road surface deformation speeds and the second road surface deformation speeds, and inverting a road surface deflection value based on the difference values. According to the mobile measuring platform, a small-sized carrier vehicle can be selected, so that the rapid deflection measurement of the small-sized carrier vehicle is realized.
