The invention discloses a waterproof and drainage network of an under-dike building and a construction method of the waterproof and drainage network, and belongs to the technical field of drainage of the under-dike building. The waterproof and drainage network comprises a back wall permeable layer and a raft drainage layer communicating with the back wall permeable layer. The back wall permeable layer comprises vertical drainage channels which are vertically arranged and horizontal drainage channels which are horizontally and longitudinally arranged, and the multiple vertical drainage channels and the multiple horizontal drainage channels are arranged on the back side of the wall face, close to the dike, of the building under the dike in a staggered mode and used for making contact with backfill soil to form a drainage channel net; the raft drainage layer comprises a plurality of bottom drainage channels which are transversely and horizontally formed, and the bottom drainage channels are distributed below a raft of a building under the dike and used for being communicated with the back wall permeable layer, leading out stagnant water in backfill soil and then draining water through the bottom drainage channels, so that the drainage pressure of the back wall is reduced, and the pressure of the backfill soil on a wall body is reduced. Wall cracking and water seepage are prevented, and the safety of buildings under the dike is ensured.
