Vertical rods are fixedly connected to four corners of the upper surface of the bottom side grounding plate respectively; the anti-seismic mechanism comprises circular connecting blocks and rectangular stabilizing frames, the circular connecting blocks are fixedly connected to the outer arc surfaces of the four vertical rods correspondingly, every four circular connecting blocks located on the same plane are fixedly connected with the outer side end of one rectangular stabilizing frame, and a mounting plate is fixedly connected to the interior of the rectangular stabilizing frame on the upper side; the anti-seismic force release mechanism is arranged between the bottom side grounding plate and the mounting plate; the wind-driven mechanism is arranged on the upper surface of the mounting plate, and the other end of the wind-driven mechanism is fixedly connected with the upper end of the anti-seismic force release mechanism; the wire stabilizing mechanism is arranged on the outer side face of the mounting plate.
