The top of the supporting ring is connected with a water injection pipe, and a plurality of cleaning holes facing the inner wall of the grouting hole are formed in the cleaning pipe. The cleaning pipe is arranged on the periphery of the filling pipe, the water injection pipe injects water into the supporting ring, meanwhile, the bottom piece starts to rotate, the cleaning pipe rotates around the periphery of the filling pipe, water is sprayed out of the cleaning hole to clean the inner wall of the grouting hole, meanwhile, the filling pipe fills slurry into the grouting hole for filling, and the two steps of cleaning and filling are conducted at the same time. Therefore, the effects of simplifying steps and facilitating operation are achieved.
