The invention discloses a scaling ladder type ecological bag regreening system suitable for regreening of a high and steep rock slope. The scaling ladder type ecological bag regreening system comprises an inner-layer protective net system, a scaling ladder type ecological bag structure system, a detachable outer-layer protective net system and a directional irrigation system. The inner-layer protective net system is arranged on the high and steep rock slope through anchor rods. The scaling ladder type ecological bag structure system is formed by transversely fixing a plurality of ecological short bags with self-water-absorption polyester cotton ropes and ecological films on vertical steel ropes at intervals through metal clamping hoops, and is connected with the inner-layer protective net in a binding manner; the detachable outer-layer protective net system covers the ecological bag structure and is connected with the anchor rod; the directional irrigation system is composed of side hole hoses vertically arranged along the steel cable and used for achieving directional irrigation. The invention further comprises a local gentle slope cofferdam soil covering scheme based on the structure and an overall implementation scheme of the greening system, and through implementation of the greening system, the assembly type greening structure system which is detachable and light in self weight and has the slope surface water interception function can be built on the high and steep rock slope.
