The invention relates to an urban landscaping management and water saving system, and belongs to the technical field of urban landscaping management, the urban landscaping management and water saving system comprises a green belt and a reservoir, a water accumulation pipe is buried below a planting area along the width direction of the green belt, the water accumulation pipe is communicated with the reservoir, each planting area comprises a planting layer and a water accumulation layer, and a water absorption piece is arranged between the water accumulation layer and the water accumulation pipe; an opening is formed in the side wall of the reservoir, the water accumulation pipe is communicated with the opening, a movable door used for closing the opening is arranged in the reservoir, and an opening assembly used for driving the movable door to be opened is arranged on the reservoir. When a certain planting area needs to be replenished with water, the movable door is driven to be opened through the opening assembly, water in the water storage pool enters the water accumulation pipe, the water in the water accumulation pipe is sucked into the water accumulation layer through the water absorption piece, and the automatic water replenishing effect is achieved; all planting areas of the green belt do not need to be regularly irrigated frequently through a water transporting vehicle, the regular irrigation frequency is reduced, water resource waste of the green belt is reduced, and meanwhile good growth of plants in different planting areas is guaranteed.
