The invention relates to a recycled asphalt warm mixing agent and a warm mixing recycled asphalt mixture and a preparation method thereof, the recycled asphalt warm mixing agent comprises a warm mixing agent and a reactant; the warm mixing agent comprises the following raw materials: a solvent, a viscosity reducer and a surfactant in a mass ratio of 100: (13-20): (3.5-5), and the solvent is a mixture of linoleic acid and eleostearic acid; the reactant is powder obtained by calcining calcium carbonate. The warm mixing recycled asphalt mixture comprises a mixture A, a warm mixing agent accounting for 0.65-1% of the mass of the mixture A, a reactant accounting for 1-2% of the mass of the mixture A and asphalt accounting for 1.5-4.0% of the mass of the mixture A, the mixture A comprises aggregate, RAP and mineral powder in a mass ratio of 100: (40-150): (1-10). The construction temperature can be reduced by 50 DEG C or above.
