A first damping layer or a first buffer layer is arranged between the top of the base body and the bottom of the track plate, the thickness of the first damping layer or the first buffer layer ranges from 5 mm to 50 mm, a second buffer layer is arranged between the side face of a boss on the base body and the side face of a limiting groove of the track plate, and the thickness of the second buffer layer ranges from 5 mm to 30 mm. The base is designed to be of a prefabricated frame type special-shaped structure, materials can be saved, the weight is reduced, meanwhile, standardized manufacturing can be adopted, the engineering construction time is shortened, and maintenance is convenient.
