A hanging bracket and a pile embracing truss are fixedly arranged on the crane ship; an impact steel pipe pile is sleeved in the pile embracing truss; the lower end of the impact steel pipe pile is fixedly connected with an impact flat head; the other end of the lifting rope is connected with the pile hammer; the lifting rope, the pile hammer, the pile embracing truss, the impact steel pipe pile and the impact flat head are arranged on the same line in the vertical direction. By means of the pile embracing truss, the impact steel pipe pile and the impact flat head device, the sanding pile under the mud surface can be effectively controlled, the elevation of the sand pile is controlled, the phenomenon that the elevation of the top face of the sand pile in the mud layer is uneven is avoided, and the flatness and the sinking depth of the barrel body meeting the design requirements are achieved.
