The invention provides a displacement and speed amplifying device and a damping structure.The displacement and speed amplifying device is applied to a damper which consumes energy through interlayer shear deformation and comprises a shell, a first sliding block used for being connected with a building structure body and a second sliding block used for being connected with the damper, and the shell comprises a back plate, a connecting piece and a cover plate; the first end of the connecting piece is vertically and fixedly arranged on the back plate, and the connecting piece is provided with a first oil groove and a second oil groove which are communicated and arranged at intervals in the second direction; the cover plate covers the second end of the connecting piece; the two ends of the first sliding block in the first direction are sealed and slidably connected to the first oil groove. The two ends of the second sliding block in the first direction are sealed and slidably connected to the second oil groove. The cross section area of the first oil groove perpendicular to the first direction is larger than that of the second oil groove. According to the displacement and speed amplifying device provided by the invention, the damper enters an energy consumption working state in advance under the action of amplified displacement and speed, so that the damage to a building structure body is reduced.
