The invention relates to a multifunctional sound barrier device for roads and bridges, which mainly comprises a wind shielding and sound insulation shell and a plurality of mutually connected sound absorption and noise reduction plates, and the whole wind shielding and sound insulation shell is of an arc-shaped structure; the wind shielding and sound insulation shell and the sound absorption and noise reduction plate are each of a louver structure and each comprise a plurality of first louver strips and second louver strips which are arranged in parallel. The sound absorption and noise reduction plates are sequentially arranged on the inner side of the wind shielding and sound insulation shell from top to bottom according to the inclination angle, and the upper ends and the lower ends of the adjacent sound absorption and noise reduction plates are connected with one another. The surfaces of the first shutter strip and the second shutter strip are coated with sound absorption and insulation materials, and the surfaces of the first shutter strip and the second shutter strip are provided with concave structures with different depths; a dust collection net is arranged on the surface of the inner side of the wind blocking and sound insulation shell. The sound barrier device has multiple functions of automatically adjusting sound insulation and noise reduction, dust collection, light reflection prevention, wind shielding, illumination and the like, and the use purpose of meeting multiple requirements of roads is achieved; the multifunctional sound barrier device is rich in function, high in adaptive capacity to the environment, simple in process and low in operation and maintenance cost.
