The invention discloses a marine litter salvaging device capable of protecting marine environment, comprising: an outer cylinder, the port of which is provided with a floating web, the end face of which is flush with the sea surface; the movable cylinder is assembled in the outer cylinder and is driven to keep periodic reciprocating motion along the vertical direction; the garbage storage barrel penetrates through a mounting hole formed in the axis of the movable barrel and is inserted into a positioning seat arranged in the outer barrel, and an inlet close to the floating web is formed in the garbage storage barrel; and a water drainage hole is formed in the bottom of the garbage storage barrel. According to the marine litter salvaging device for protecting the marine environment, the movable barrel which reciprocates in the vertical direction is used for driving seawater to intermittently flow into the litter storage barrel so as to collect litter, and the marine litter salvaging device is simple in structure and convenient and rapid to operate.
