The invention provides an intelligent water resource management system for ecological restoration of a strip mine dump. The intelligent water resource management system comprises a water resource management subsystem, a soil management subsystem and an automatic terminal control subsystem, the water resource management subsystem comprises a water collection module and a water supply module; the soil management subsystem comprises a degradable protective net and a soil humidity monitoring module; the automatic terminal control subsystem comprises a total monitoring module and a terminal control module. The automatic terminal control subsystem analyzes collected data and then controls the water resource management system. The water resource management subsystem is used for automatically supplying water according to the soil wettability of the slope surface of the dump; the soil management subsystem can effectively prevent water and soil loss on the surface of the slope body through degradation of materials of the soil management subsystem and seeds carried by the soil management subsystem. The rainwater collection and automatic irrigation can be realized, and the humidity of the slope soil of the dump can be monitored in real time, so that the optimal soil humidity required by vegetation growth can be ensured.
