The invention discloses an urban flood control early warning system and method, and the system comprises a water level sensor which is disposed in a sewer line and is used for monitoring the water level state in the sewer line; the communication module is connected with the water level sensor and used for sending the water level state monitored by the water level sensor to the main control module; the plugging cover plate is arranged at the inlet of the low-lying position, and the plugging cover plate can be turned over to plug the inlet of the low-lying position; the plugging cover plate driving assembly is used for driving the plugging cover plate to turn over and plugging the low-lying inlet; and the main control module is used for receiving the water level state, controlling the blocking cover plate driving assembly to act and outputting an alarm state. According to the urban flood control early warning system, the water level of each related area can be detected in real time so as to judge the influence of the current water level on low-lying places such as garages; and by arranging the automatic plugging cover plate, the low-lying places such as the garages are automatically plugged under specific conditions, and rainwater in the low-lying areas such as the garages can be effectively prevented from flowing backwards.
