The nano graphene is firmly dispersed and loaded on the aggregate subjected to surface modification treatment, so that the dispersity of the nano graphene in the cement-based material is improved while the excellent performance of the graphene is not influenced, and the electrical property and the mechanical property of the nano graphene in the cement-based composite material are fully exerted; meanwhile, by adding a very small amount of carbon fibers to connect the graphene-loaded aggregate, the resistivity of the cement-based material can be greatly reduced, a very small amount of graphene is loaded on the surface of the modified aggregate and cooperates with the very small amount of carbon fibers, the conductivity of the cement-based material is remarkably improved, and the micromechanical property of an interface between the aggregate and a hydration product is improved; the method is simple in process, low in cost, good in loading effect and beneficial to large-scale popularization and utilization.
