The embodiment of the invention provides a rail fastener sweeping device and a rail fastener sweeping vehicle. The rail fastener cleaning device comprises a lifting mechanism and a cleaning disc brush mechanism. One end of the lifting mechanism is connected to the vehicle body connecting frame, and the other end drives the cleaning disc brush mechanism to move vertically relative to the track; the cleaning disc brush mechanism is connected with the lifting mechanism; in the working state, the sweeping disc brush mechanism moves in the vertical direction to make contact with a rail and is used for sweeping dirty soil and dust particles accumulated at the rail fastener part. The cleaning device can be used for cleaning railway spikes and fastener areas in a targeted mode, and the problems that pulverized coal or other small-particle sundries are accumulated at the fastener parts of railway lines, cleaning is not thorough, and only one-way cleaning operation can be achieved are solved.
