The invention discloses a double-layer reinforced concrete face rock-fill dam. The dam slope seepage-proofing structure comprises a dam body, and an outer reinforced concrete panel, an emulsified asphalt layer I, an inner reinforced concrete panel, an emulsified asphalt layer II and a cushion material I of a dam slope seepage-proofing body are sequentially arranged from outside to inside; the vertical joints of the outer-layer reinforced concrete panel and the vertical joints of the inner-layer reinforced concrete panel are arranged in a staggered manner; and multiple water stops are arranged at the bottom ends of the outer-layer reinforced concrete panel and the inner-layer reinforced concrete panel and a peripheral seam of the toe board. The dam slope anti-seepage body has the advantages that the dam slope anti-seepage body is composed of the two reinforced concrete face plates, water stops are arranged on peripheral seams at the connecting positions of the two face plates and the toe board, the anti-seepage performance of the face plates is effectively improved, and the water pressure bearing capacity of the face plates is higher; stress and deformation are borne by the two layers of panels together, and the possibility of panel cracking is greatly reduced.
