The invention discloses a steel pipe pile positioning barge which comprises a barge body, at least two telescopic mechanisms and a plurality of hoop mechanisms, and the barge body can float and move in water; the telescopic mechanism is arranged at the top of the barge body, the telescopic mechanism is provided with a pair of telescopic arms, the telescopic arms can linearly stretch out and draw back in the horizontal direction, the telescopic directions of each pair of telescopic arms are collinear and opposite, and the telescopic directions of the telescopic arms of any two pairs of telescopic mechanisms are arranged in parallel; the hoop mechanisms are in one-to-one correspondence with the telescopic arms, the hoop mechanisms are arranged at the ends of the corresponding telescopic arms, each hoop mechanism comprises a pair of semicircular hoops, and the two semicircular hoops are connected through an opening and closing mechanism so that the two semicircular hoops can get close to each other or get away from each other, and the hoop mechanisms can be opened or closed; and a semicircular handrail platform is arranged at the top of the semicircular hoop. The problems that offshore steel pipe piles are inaccurate in piling positioning and low in positioning adjusting efficiency can be solved.
